You can still detach the mag with a Bullet Button it just requires a tool in some cases, or just a narrow pointy object 
BTW the Bullet Button Powerhouse posted is FUGLY... Here's a more standard one. It just covers the mag release so that a "tool" must be used to release.
There are a few options when it comes to the AR in Cali... You can go with the Monster man grip which eliminates the pistol grip thus allowing you to have a detachable magazine without the Bullet Button... If you want to have a pistol grip/forward grip you either need to have a fixed magazine, or a Bullet Button installed. The only way you can have a 10+ round magazine of ANY kind in Cali is to have owned it Pre-Ban (2000) otherwise to sell/manufacture/build any magazine that can hold more than 10 rounds is illegal. BUT you can buy Re-Build kits which include every single part you would need to build a High Cap Magazine (you just cant build them)

Your friend had a AR without the "button" so to speak, but basically the same thing.
No detachable magazines in CA, unless rifle is featureless. 90 rounds from an AK hurt your shoulder? Then stay FAR away from a 308.
There are many types of AR's available under 1200 new, with button (not the red thingy, but still there). 223 ammo is like 200 bucks for a 1000 rounds. And trust me, with ten round magazines, that is a LOT of re-loading....

There are downsides with both solutions. Bullet buttoned AR looks nice, but you can ONLY use 10 rounders. Putting a mag with more than 10 rounds and you are looking at felony, bad stuff.
Monster man grip is ugly, but it allows you to use pre ban 30 rounders that is also detachable.

How does the MM grip compare to a regular grip? Does it feel as awkward as it looks?

Save some dough, get cheaper ammo, and still have some fun. If/when you decide its something you really like and find yourself wanting more than go with something in a bigger caliber and sell/upgrade from the .22lr
How often do you plan on going to the range anyway? Since you live down the street from me (and there are no ranges within 20 miles) I assume not very often...
Is that the last time you shot anything?
The MM grip does not let you wrap your hand around the handle - so you end up holding the rifle more like a bolt gun. I don't think it really affects anything if your using a Bi-Pod or Sitting etc. But if your moving around, and engaging active targets etc I think it has a bit of a disadvantage.

Last time I shot anything was about 8 months ago. Now that I am of legal age it's something I would like to get into. I'm not looking to have an arsenal of a navy seal, but I would like something where I buy it and after a year of owning won't go "ok, time for a new one".
It seems as if the AR15 is what I am looking for, in my eyes at least. It's something that I can buy and just live with, not want to constantly upgrade.

M4 and M16 are military designations for AR-15 rifles. For your purposes you will have to choose from a 20" or 16" barrel.

For a first .. I'd recommend a 22 .. either LR or Magnum, bolt action or clip.
It gives you plenty of time to learn the ins & outs of a rifle, its a blast to shoot & ammo is as cheap as it gets.
Prices are very reasonable, and it will be something you can keep forever.
You've plenty of time to collect an arsenal.
