Arent' 1.6 4 cylinders already been decided on for 2013 by the FIA? I thought that was a done deal. So much for cutting cost in development.

Well, it is kind of tied to Jean Todt remaining on as FIA President. He bullied it through.

If Todt is somehow removed from power, I suspect that it might not happen.
