When the new models come out, the first buyers need to agree to run it in the official series sponsored by Mobil 1 for at least 1 full season (this may have changed recently, but it was like this up until '09). After those orders have been fulfilled, others can place their order. Car is sold on a bill-of-sale. Everything goes through Porsche Motorsports N.A. which is based out of Santa Ana, CA.
If you are a club racer, IMHO the best thing to do is to research the used cars that are for sale and buy the nicest example with the lowest hours on the motor. Even better than that is to pick up a chassis with no motor that was kept as a spare and then buy a new motor from PMNA.

I remember seeing it's somewhere in the 250k - 300k range as far as pricing goes.
