Like others have stated. Take her to a store/range to look. Most importantly get her something that will fit her hand, then make sure she can handle it.
Make sure she gets some practice with it so she's comfortable.
I would also recommend a conceal weapons class, so she learns the laws and some other useful information.
The hardest is getting in the correct mind set, it's not as easy as people think. Just having a pistol means nothing if your not prepared to defend yourself; obviously hoping that time never comes.
Most gun related accidents happen because of ignorance and carelessness. So make sure those two are taken care of as well.
