Nope, the button they use in F1 reducing the angle of the wing to give a small boost on the straights.

Alex is correct. It activates an adjustable wing that should allow the car more speed in the straights.

Guys like Newey think it is the apocalypse.

We shall see.

Is there a limit to how often you can use it? If not, the guy they are trying to pass with certainly be using it too, so where is the benefit?

You can only use it if you are behind by a second or less.

The car in front cannot activate unless he too is behind a car by one second or less.

It is meant to increase overtaking at the front.

I don't like that. It's going to cause a lot of controversy when it doesn't work for drivers on occasion.
