he is writing a parking ticket and the driver should not have try to drive off while being cited. driver ran over the cop and deserved to be charged.
typical stupid driver that got what he deserves. hope he enjoys his community service and the nice scratch and dent left on the car.

My question is, are you free to get in your car and leave when you are being issued a citation? He wanted to move his car.
Its not like he was pulled over by the cop

In NYC, here is how it works. (I live here)
You don't have to stay while being issued a parking citation. They leave them in your wiper blade. There need not be ANY interraction between meter maids and vehicle operators.
You also can review any ticket online, as they get posted to DMV website, so physically having the ticket is not necessary.
A meter maid is not an officer. They can't detain you. That officer stepping in front of the car is attempting to detain the driver, which is not legal.
Not to mention, not intelligent. Let me put my foot in front of this guy's car who is clearly trying to leave, and then lean on his bumper. That's smart. I would have parked the car if it were myself and got in the asshole's face, personally.
I would not have attemped to drive off with someone physically blocking my car.
The cop was trying to hit the lottery. A young guy like him, getting "hurt" (black and blue foot) on the "job" (being a meter maid) would sadly, be set for life with the pension he'd recieve. AND the taxpayers would have to "foot" the bill, no pun

Can't beleive some of you are criticizing the officer. Its not because he's in front of a car that he should expect to be run over. Usually, when there's people, a cat or an effing carton box in front of you, you dont run over it let alone a ****ing cop asking you to stop.
You know, when the cop ask you to stop, just stop. You drive a Ferrari, you can afford a parking ticket, just take it and go. Now he's likely to face criminal charges, was it worth it?

We understand that you don't have to "wait" for the ticket. But you are already getting the ticket, so just let the officer give the damn piece of paper for you.
And of course the officer being smart to get hurt and sue that hell of that kid. Perfect situation for him.
At least here in Miami even if the meter guys ask you to stop you should listen to them... they are really close to the real police and will do everything to screw you

Apparently the car was parked on the hotel valet parking..
And that officer obviously barely got injured..and went on to throw him down WWF style..and THEN he started to walk with a limp..haha
I guess some paid leave for injury plus some eventual insurance money aint bad around summer time

It is Pratt's bf - those that aren't familiar - she is the sister of Spencer Pratt that db from Laguna Beach.
Would guy have liked officer's assistance if someone had come by and dinged his whip? Likely. Completely disgusting lack of respect for the officer.
Now on the other hand - officer let his emotions get the best of him imo. Even drawing firearm and demanding driver exit the vehicle with hands up, while dramatic, would have been a better decision than ripping him from car and throwing him to the ground.
An all around shame but if the officer will be filing suit I imagine driver will be as well for brutality.
