Life pretty much doesn't exist until they break fast in the evening and yes most of the restaurants and shops are closed. Almost all night clubs are closed during Ramadan aswell.
If you want to eat something during they day, you'll have to do it in private.
Worst time to go to UAE, the weather is going to break your balls (45° and 80% humidity)
