Yup. Pace car never saw the green lights at all and was probably watching the flagger at the end of the straight waving the yellow flag and assumed they were running another pace lap. Either that, or his radio wasn't working (in which case, they shouldn't have sent him out in the first place). I'd blame the flagger and/or starting lights guy before I'd blame the pace car driver though.

 

That was really really terrible..
