Christian Horner came off as sort of an idiot this season when he would deny any sort of favoritism in Red Bull Renault. There is favoritism - but only when it worked in Vettel's favor. I'd have loved for Webber to win the championship - I felt like he drove a more consistent season than Vettel and little Seb has a long way to go before he's a mature driver - especially not taking himself and his teammate out of the 1-2 position in the closing laps of a race.

That said, I would not be shocked if Webber and Red Bull part ways during this season given the political climate in the team.

 

Team mechanics in 2011 will be barred from working all night on formula one cars before practice days.

The new rule emerged as, late on Monday, the FIA published the full sporting and technical regulations for next season.

The mechanics curfew will apply to team personnel "associated in any way with the operation of the cars" between midnight to 6am when practice is due to start at 10am, or 1am to 7am if practice is scheduled for 11am.

"However, each team will be permitted four individual exceptions to the above during a championship season," the FIA said.

Another new rule for 2011 relates to driving standards, probably inspired by Michael Schumacher's controversial move on Rubens Barrichello in Hungary this year.

"Manoeuvres liable to hinder other drivers, such as more than one change of direction to defend a position, deliberate crowding of a car beyond the edge of the track or any other abnormal change of direction, are not permitted," said the FIA.

Stewards also have new powers to penalise drivers, including by imposing a one-race ban.

The one-gearbox-per-four-races rule has been toughened to five races in 2011, with one penalty-free gearbox change per driver allowed.

Meanwhile, the race director has been given the power to close the pit entry during races "for safety reasons".

An early suggestion has been put forward for a possible maiden Formula 1 Grand Prix for Vietnam, with the south-east Asian country having been named as a possible candidate for a race by Hans Geist, the Managing Director at Moscow Raceway in Russia and former General Director of Austria’s A1-Ring and Bahrain’s Sakhir.

As reported on Tuesday by Vietnamese news website info.vn, Geist has sent a proposal to the Ministry of Planning and Investment (MPI) for building a Formula 1 facility with a budget of approximately 150 million dollars (94.5 million pounds).

The projected site would span 300 hectares (3 squared kilometres) and be located near Nha Trang Bay in central Khanh Hoa province.

“The dynamic economy of Vietnam and tourism potential are good reasons for building a circuit here,” Geist comments, with other details being that the circuit would be constructed within three years from when work begins.

“Formula 1, with more than 200 global brand partners, will guarantee a professional business communication for Vietnam and its international recognition,” he continued. “Formula 1 will certainly stimulate Vietnam’s economy, tourism and infrastructure.”

i agree to some extent but the problem is every time they have tried less regulation the costs have spiraled out of control. a formula where the biggest pockets win may be fun from a technological standpoint but it will eventually cause its own demise. they realize that and have thus taken steps to prevent that from happening. also, when ferrari were dominating for years on end people tuned out so parity is a concern as well.

 

IIVVX, I moved your new thread here to try to keep things more organized. Following some suggestions, we're going try to keep all of the off-season threads in here and see how it goes.
