the mini hawk is and can still be a do able project but the boat itself just doesn't fit my needs. Can only fit 1 other person and is too small to move around in. And I forgot to mention unstable and too light

Good luck with the sale. There's a buyer for everything, sometimes it just takes time and the right price.
Now onto more important subjects. We need pictures of said chicks you mentioned on page 1. We're running low on manly thread material and need some Minihawk assistance... Help the team out

Trying to keep the facts straight:
You paid $1300 for the boat
You are installing new upholstery
You are purchasing a new cover before the sale
And not to forget, you had to cut the steering out of the boat because “Sea Tow” snapped it when trying to recover your engine
The boat can only fit one other person
The boat is too small to move around in
The boat is unstable
The boat is too light
Mini, do you see how the value of the boat has decreased since you have owned it? It is now an unusable shell with fiberglass damage.
Marketability = There is more demand for a boat that is in good running order, than a piece of fiberglass with a hole in it. Don’t take this wrong; I’m not attacking you. Your boat is not marketable, to the degree that your are talking.
Even if you flip that scenario around, lets say for instance that someone is interested in purchasing your boat. They will ask you what you paid for the boat, you will tell them $1300. They will ask you what happened with the steering and the motor, and you will tell them what you have posted to us here.
I don’t think you should waste your money on new upholstery and a cover. Sell it as is, and cut your losses.
Lastly, you cannot expect more from less.
I purchased a bottle of sprite at the service station a bit ago for $1.55. I drank the sprite, its gone; but I still have the bottle and cap. I cannot now stand in front of the store, asking potential sprite drinkers if they would like to buy this bottle and cap for $5.00. Do you understand?
Because you would LIKE $4100 from this sale to purchase a new boat, does not make the dream real (the $5 sprite bottle). I’m sorry, but it won’t happen. Take the $250–300 you are offered, and call it a day.
