Because when it comes to car chases the Swedish police is quite lame and It's easy to get away....I guess

^^ Indeed. And in this country there is nothing to do, so people get bored. And when they're bored they mod their cars and bikes and taunt the police. What else would you have us to?

In my opinion the Police in Sweden do not have better things to do but chase cars, that´s a way for them to get there salary!
