Monaco hosted INTERPOL General Assembly


The 83rd General Assembly took place in the Grimaldi Forum in Monaco, 100 years after the Principality hosted the first in 1914.


Opening the conference, HSH Prince Albert II of Monaco said the evolution of crime and criminal organizations, since his great-grandfather Prince Albert I hosted the first International Criminal Police Congress, means INTERPOL’s role in coordinating the world’s police has become more important than ever before. More than 1,000 delegates from 166 countries are attending the General Assembly to discuss strengthening law enforcement institutions.


With continued technological development creating more opportunities for transnational crime, the need for global police co-operation is important as ever. As a reflection of the changing nature of criminality, topics for discussion during the week include ways to prevent terrorism, cybercrime and the trafficking of drugs.


During the opening ceremony, the President of Interpol Mireille Ballestrazzi underlined the great steps that police forces have taken to combat crime and noted that all involved should be extremely proud of what Interpol has become. “Faced with these new threats, law enforcement agencies have mobilised. They have become better organised, better equipped, better trained and more professional. In short, they have adapted, making the best use of technical and scientific advances such as centralised files, communication systems, monitoring devices and protective equipment,” revealed Ballestrazzi. However, the president also acknowledged that international crime syndicates have prospered in a fertile terrain created by technology and highlighted three of the main areas which are being targeted by her organisation. “The terrorist threat has never been stronger, while cybercrime is spreading throughout the virtual world. Our environment and the health of our populations is also threatened by those traffickers seeking to profit,” said Ballestrazzi. The increasing threat of terrorism was discussed by a number of speakers during the opening ministerial meeting of the General Assembly on Tuesday. Particularly prevalent in deliberations were the wars involving militants in Syria and Iraq.


“The threats are more serious than ever before. We must face terrorists with considerable resources who hide behind the mask of religion” commented France’s Interior Minister, Bernard Cazeneuve. These sentiments were echoed by Jan Jambon, the Vice Prime Minister of Belgium, who reinforced the need for co-operation between the 190 member countries of Interpol, to identify jihadist recruiters and bring terrorists to justice. Interpol resources such as a global database of over 43 million lost and stolen travel documents play a fundamental role in the location and subsequent identification of terrorist subjects who attempt to travel under false names. Several speakers reinforced Bernard Cazeneuve’s theory that terrorists are better funded than ever before. Iraq’s representative at the conference noted that the Internet has allowed terrorist groups to access funding more easily, due to anonymous money transfers, and in doing so highlighted a key issue for Interpol; cybercrime. “Cyberspace is a new realm to be policed, one with no borders,” commented Tsyoshi Yoneda, Japan’s Commissioner General. “Each country has a responsibility to work with their financial institutions to conduct investigations into cyber criminals. This is an individual responsibility but countries must work together to share information,” continued Yoneda.


Singapore’s Deputy Prime Minister, Chee Hean and Rajnath Singh, India’s Home Minister highlighted another key issue pertaining to the Internet. Social media is now a key way to radicalise the young population and spread fanatical views. Social networks are also increasingly used to incite violence and destabilise national governments. As sites such as Facebook are readily available across the world, Interpol’s organisation is needed to co-ordinate national police forces on an international scale and track down extremists. The trafficking of drugs is widely viewed as the most profitable crime globally, worth an estimated $360 billion annually according to Worldometers statistics and was a key topic during the opening ministerial meeting. Western world markets are the most profitable for traffickers who often grow and package drugs in developing countries and ship them to the USA and Europe. The importance of Interpol in combatting this trend can't be underestimated. “40% of all drugs seized in the European Union last year came as a result of co-operation between Spain and Colombia’s police forces,” said the Spanish delegate at the conference. Collaboration between member countries is also the only way to crack down on the use of transit countries, which lack strenuous border controls to search for illicit substances.


Three of the most important resolutions as I see it were:


1. Increasing collaboration with the public and private sectors. This is something we have been waiting for. Many times we have the "know how" and more advanced equipment than the governments. The private sector might be a very strong contributor in the future.


2. INTERPOL signed a Cooperation Agreement with the United Nations Department for Safety and Security (left) regarding access to databases on stolen passports and vehicles.


3. INTERPOL signed a Headquarters Agreement with Argentina, which hosts an INTERPOL Regional Bureau.

French the worst at speaking English in the EU

France has been ranked as the worst EU member state for proficiency in English, according to a new study. The latest report released by Education First has revealed that in countries with low rankings, English is usually seen as a less important subject by the education system and as a result, teaching is often substandard.



The annual report from the language training company Education First has once again ranked France’s workforce as one of the least capable in Europe in terms of speaking English. France was awarded a score of 52.69 which places it behind other influential European nations such as Germany, who scored 60.88 (10th), and Spain, who ranked 20th with a score of 57.18.

According to the study, Europeans are particularly capable when it comes to speaking English. Perhaps unsurprisingly, Scandinavian countries have been classified as the most proficient with Denmark topping the rankings and Sweden, Finland and Norway featuring in the top five countries. Only three European countries - Russia, Ukraine and Turkey - were ranked below France in 2014. According to reports, France’s poor performance can be partly attributed to a need for French people to protect their cultural identity, which they feel is threatened by English. The study also cited education as a factor. “In countries with low rankings, English is generally seen as a less important subject, with teaching often of an inferior quality,” said the organisation.

In comparison with their European neighbours, France’s position has changed little from 2013’s rankings when the country came in 35th place. “While the rest of Europe is already proficient in English or steadily working towards that goal, France is on an entirely different trajectory,” said Education First.

France is definitively a 'weak link' regarding European migration control

You can imagine yourself, the great impact ON THE CRIMINAL STATISTICS - all these ILLEGAL IMMIGRANTS have on the French Riviera. People with NO PAPERS, nothing to loose, and a French Police that has done almost nothing... until recently. That is years too late..... 22.000 arrested in one one year... imagine the number that did NOT get arrested... that is just sick.

The French people are extremely unfriendly and now it is getting increasingly dangerous. Stay away.... run. Here it is not safe anymore.






French/Italian border controls need strengthening, says interior minister

"The French interior minister has called for changes to be made to the Schengen agreement while meeting with border control officers in Menton. The visit follows the arrest of 22,000 illegal immigrants last year alone in the border city.

Bernard Cazeneuve met with both police and gendarmes in charge of border control yesterday, Tuesday 11th November, to assess whether police are equipped to tackle the flood of illegal immigrants coming into France from Italy, via Menton, each year. According to France 3, Bernard Cazeneuve acknowledged that the working conditions of the border officials are unsatisfactory, following claims by police last month that they do not have the means to deal with the huge influx. “The pressure from migration has been very strong since April, with three stand-out nationalities: Afghans, Eritreans, Sudanese and Syrians," the interior minister said.


According to the government, additional officers have been deployed at the airport and border, as well as the mobilisation of two mobile CRS units (Republican Security Companies) – the forces which represent the general reserve of the French National Police units - of 150 people, including one permanently stationed at Menton Garavan train station, the main entry point for immigrants coming into France. “We cannot ask the gendarmes and police officers, who do a remarkable job in difficult circumstances, to do so without support, without the means, and without awareness of the difficulty of their task. I am here to see if what we did was enough, and that in their work they are backed and supported by their administration and their MP,” said Cazeneuve, according to Nice Matin.


The interior minister also revealed that 22,000 immigrants had been arrested since the beginning of the year, and called for a strengthening of Schengen, the area comprising 26 European countries that have abolished passport and any other type of border control at their common borders, along with greater cooperation with Italy. He added that 51 smugglers had been arrested in Menton since the beginning of the year, with 46 imprisoned. “Our policies on the right of asylum are sustainable only if, in addition, we fight firmly against illegal immigration,” concluded the minister."





The French/Italian border cities Menton/Ventimiglia, is only around 9 km from Monaco
