Wayyy too close to sidewall. Replace. Depending on the car and wear amount you may need to replace the other as well.

replace both tires if the wear is not within 30% difference.

pull out the nail a little to see if it penetrated the tire. i once had a nail head that didn't make it through the treads. you could be lucky.

I say keep it…
But please spell my name correctly in your will

Jokes aside… if it was me and I was not driving the car fast&hard I would keep it (not the safest thing to do but hey).

Being probably one of the only people on here who has both patched and plugged 100's of tires (worked at a gas station decades ago in high school) I would recommend putting a patch on it. You have plenty of room on the inside of the tire for a patch and it's not too close to the sidewall people. The nail is still in the main flat section of the tread.

I would stay away from plugs if possible. You are not doing any track day events with this car or set of tires and normal 'spirited' daily driving will be fine with a patch.

If it makes you feel any better I put a patch on a drag radial and managed to get a full drag racing season out of the tires without issues (10+ track test and tune days and probably close to 50+ launches on a low 12s old muscle street car).

That's too close to the shoulder. The steel belt plies end there, that's why shops won't put a plug in. It's toast.

I'm one of those people who don't plug and patch as I work at a dealer and hell no we wouldn't touch that. You replace that. This isn't your rinky dink gas shop.
