Some counties in New York do this, others do not. There are some that allow you 30 days after you receive your permit to purchase a gun. Each subsequent handgun purchase must be approved and then added to your permit before you can take possession.
And yes, it is illegal in New York state to have physical contact with a handgun unless you have a carry permit.
The enforcement of this varies. Upstate, many people in law enforcement consider these laws to be absurd.
In NYC, unless you know someone, the only handgun you can have down there is one that shoots rubber bands.

I know I will get a butt blast on this comment but to me the more rules and restrictions in getting handguns or any weapons that can potentially kill the better. I have no problem with people owning handguns but you need tight restrictions and rules in place so crazies don't keep carry guns and kill people because they got them out of vending machine. The day they get pissed off at someone they do something stupid and tell everyone how sorry they were that they killed someone once the rage settles down. Meanwhile someone is dead.

Move to a friendlier county. Some have forward-thinking cops and judges that are more or less shall-issue with no restrictions, and then you can carry everywhere but NYFC.
