I bought a Benelli Ultralight earlier this year for my wife for sporting clays. She kicked my butt on the Wobbler with hitting 49 out of 50

I bought the Winchester SX3 (fastest shotgun) and a tube extension fitting 9 rounds and that mother jams left and right. FTE on its own Winchester ammo.

I don't think Cali has any specific restriction on shotguns (not sure about detachable mags). I know there is a federal standard though for how many non-compliance parts can be on an imported shotgun.
