The only bad thing with body armor is that you get so damn hot wearing it.

The only federal law I'm aware of is that convicted felons cannot possess body armor. Tennessee has no restrictions on possession, but it is a felony if you use it while committing a crime.

WHich is why it's surprising that the body armor that Chris posted is not available to civilians.

It's not completely uncommon that companies selling secutity supplies demand that certain requirements must be fulfilled before selling their merchandise. Not that they can't sell it (it's perfectly legal) but in order to have a serious business, some companies demand work ID, proof that you are a security professional/police officer etc.
At least here in Europe that's how it works when you buy night sticks/body armor etc.
