All you military peeps, is this rifle actually mil spec?

Could be... Mil-spec merely states that it meets the minimum requirements specified by the DOD for that type of rifle. Keep that in mind: MINIMUM requirements.
The same caveat applies to weapons as to everything I else I buy:
