Buemi's Accident

I was thinking today about how Scuderia Torro Rosso has to rebuild the STR5's front suspension. They're not allowed to use spare cars. I think this is a special circumstance to allow them to use a spare car but on certain circumstances.

It would be as follows.

1. Spare car means no powertrain (motor, transmission, rear end.)
2. They are given until race start on race day to transplant the powertrain from the wrecked car.
3. Said transplants DOES NOT cost them an engine or transmission.
4. FIA stewards must observe the transplant to insure no rules are broken or bent.
5. No on track testing to be done.

Any opinions guys? I think this is a special case that should be amended. Just like the testing rule because of Massa's accident last year.
