Canon rebel T3 questions

Looking at getting this camera as a gift for someone else. This is the model they have picked and as I know nothing about cameras I was hoping some of you here could shed some lighten is it a decent start into photography and are there better places to buy than Best Buy?

Great starter DSLR. Lenses are interchangeable so if your 'friend' (hope she puts out) gets into it she can upgrade the camera body and still use any lenses she had with the T3.

What are the major differences between the t3i and the t3? I got the t3 for the gift but now I want a camera too so am looking for myself. Or what would any of you guys recommend?

Want Canon and spend between 5-700? Amazon has some "deals" going so trying to buy quick.
