No it is photoshop montage you can easily tell by the reflection on the car.

I played around with photoshopping a shot like that a while back. Just like with the stationary reflection in the shot above (actually the exact opposite), when I add circular motion to the wheels, the brake calipers circular blur as well. In an actual moving shot the brakes should be as clear as the car itself. Fun to play around with that, though

 

If you just select the spokes of the rim and apply the same effect i think it would still make the same circular blur without affecting the disks or calipers.

By the way, . What is that? I wanted to say Lotus but...
