If his headlights actually ARE factory and not modified as has been suggested, there's something called an appeals court...

 

I got pulled over a few weeks ago because my exhaust wasn't legal, so I asked the officer what made it illegal and the best answer he came up with was because it didn't come with the car.
Some officers are ignorant.

This isn't restricted to MD, in the sense of cops (and courts) deciding what they want when it comes to cars. When Chris moved out here years ago and still had his S4, he drove straight here within days of the purchase (i.e. no dealer issued temp tags in CA.)

Was pulled over in VA, cited, went to court, judge didn't care that CA doesn't issue tags (or that he was still well within his 30 days to register locally upon moving). It truly IS ridiculous.

 

Even if he DID mod his tails... Who cares?
As long as they worked normally, it should be fine.
The cop would have pulled him over for "clear lenses" or whatever anyway.
