Mclaren F1 chassis no.21

Technically that's correct, but GTR #10R was painted "Blood Red". Also, in addition to #028 which you are so familiar with Alex, chassis #004 was originally painted Grand Prix Red, and #042 has been repainted in Ferrari's traditional "Rosso Corsa".
As for the car in these new shots there is not much to say. It is in long term storage at Malayan Motors in Singapore and has been there for at least 6 years and perhaps many more. There are very few photos that have surfaced of the car so its great to see these shots from Max.

The car used to be stored outside under an overhang with the cover on it but was moved inside within the past two years. I'm not certain of who the owner is, but perhaps due to the fact that he'd have to pay ~140% of the value of the car in import taxes in order to bring it home, it has been left to sit at this dealership. Given that it was parked outside for so long there's probably going to be several items that are in need of attention before anyone can start or drive this car. It's a bit of a shame to see it wasting away like this, but even in it's current state it's still a $2.5M+ car assuming the owner would ever consider selling it.

He didn't say it was the only red one, he said it was the only one painted "Blood Red Solid".

Get in touch with the owner and let them know that it's not good to let an amazing machine like that sit so long so we will come pick it up and give it one of OUR infamous top speed freeway runs

Given recent auction results as well as current asking prices for other F1s in the private market I think we might have a small line of buyers at $2.5M. I was just throwing that number out as a base figure. It doesn't matter anyway, as I am sure this car is not for sale.
There is one other F1 on the market right now here in the USA that has also been in longterm storage (though never outside in a climate similar to Singapore's) for at least 5 years with an asking price of $3.5M. That car, much like #021 here, should be given a thorough service back at McLaren before anyone plans to put more miles on it.
