I never understood why U.S spec cars can't come with a rollbar. Wouldn't that just improve safety?

Because our Govt knows better than us and it's important for them to create more rules to protect us from our stupidity.

H20skier's GT3 RS came with a rollbar system.

Sorry to say, yes it is. The short answer is the roll bar and plastic windows don't meet USDOT safety specs.
