Yes a fan is normally used for cooling however there has been no information on what it cools.
I think it is a fan to simply cool the engine compartment.
All 911 have one too.

Could it be a ventilation system for the battieries when it's used in electric mode at slow speed, like in the traffic?

Does it use a mechanical or an electrical KERS?
Is it the one with a heavy flywheel that is connected to a alternator to feed the electric motors?

Yes it has s flywheel sitting in the passenger seat area
