Its illegal because the ministry of interior can keep a track of you if you committed a crime as many people do matte finish but not on the cars oem colour lets say I have a black car and then do a matte pink wrap. Also at night certain matte finish's is hard to see in the dark when the car has the lights of its basically out of sight if there is little or no light at all. However gloss finish or metallic shows, a friend of mine "matte brown gts" removed his matte wrap because he was stopped every time around 4-5 times a day because its illegal. So a 10 minute commute would be 20 minutes because of the hassle

illegal here in Bahrain as well, matte colors are apparently for military use only, or so I hear.

Strange!! I see a lot of cars here in UAE with matte finishes and never heard anybody talking about it being illegal. Many dealers especially Lamborghini Dubai offers Matte finish colors as a custom color. As far as I know, chrome finish is illegal here in Dubai as it becomes VERY shiny under the sun and kinda disturbs other drivers.
