This is a great point, though I'm not sure you meant to make it. The (relatively) small amount of high explosive used in these tests to achieve a specific armor level certification (5, 7, etc.) is just that -- small. Your typical IED is going to have a LOT bigger punch. Tests like the one in that vid basically show that a hand grenade tossed under the car won't breach the passenger compartment, but if they drive over a 22lb anti-tank mine, MUCH different story.
