Pretty sure what he means is the value of the dollar against foreign currencies has made it more attractive for foreign buyers to buy here and ship back to their countries. The cars leaving will probably never be brought back to the US.

However I do think that with our weak dollar it does encourage folks in other countries to look to the US for their next purchase to add to their collection. A weakened dollar caused by all this government spending.
