"mpeg" just refers to a container-- you need to specify what codec is being used for compression.

Chances are, quicktime will do it. If not, try handbrake.

I'm going to send up another vote for HandBrake here. It's open source, and written by insane Frenchmen that know exactly what they're doing. It loads a lot of formats, and encodes some of the best h.264 mp4s. There are a lot of bizarre bits of software out there "Supervideo H.264 Ultra Encoder Home Edition" but side-by-side these tend to not feature most of the higher-end features of the compression codec, or expose you to enough of the options.

I think Handbrake is very neat and quick for that kind of stuff:
HandBrake

If VLC is still in the Appstore you can install that on your iPad and just drag any videos onto the iPad through iTunes.

Edit: just read that the VLC app has been removed as I think it wasn't actually VLC themselves who had uploaded it. I hope it appears again, but if you downloaded before you can still use it
