The program everyone uses is called Candybar. You can download a 15 day trial here - Panic - CandyBar 3 - Change and Organize Your Mac OS X Icons and Dock
Once you do that and familiarize yourself with it a little bit, try searching throughout Browsing deviantART for icons or different docks
try searching for something like colors (if you have a black wallpaper, type in something like Black Safari Icon or Black Dock).

Thank you for turning me onto Candybar and customization. I have found many cool docks and icons on Devianart but most are not built for newbies like me. I have figured out how to use the ones that come with the Candybar Containers, duh...but I can't figure out how to use ones that just have a bunch of files in the zip folders. Can you point me to a tuturial on how to use those files in Candybar?
Also you mentioned some other cool tools, like clicking a button and it cleans up your desktop, can you point me to that one too?

For the docs that just come with a lot of files, those files are each a part of what makes up the entire doc. For instance, the little bumps or lights or whatever that come up once a program is active is a seperate .PNG file. Just go to the Doc section in Candybar, and drag and drop the file into it's corresponding spot.
Kind of hard to explain, but hopefully that makes sense.
Another trusty program is called "Secrets" which basically gives you access to a Dev Kit version of the Mac OS. So you can do things you usually wouldn't be able to like closing finder...but there are hundreds of little "secrets" like that in the program.
to download it, go to Secrets and click on the link that says PrefPane 1.0.6 (10.5+) on the top right.
