That's an awful lot of test driving. Dealer owner/managers using them as personal vehicles for a while? Then selling them as new because they haven't been titled yet?

when I worked at a VW dealership the SM would rotate GTI's every 2 weeks while putting about 400km a week on them.

I wouldn't want to buy a car for a large amount of money with that kind of mileage on them. Who knows what previous drivers did to the car.
