No, they are not. They used to do the Lum for Panerai as far as I know. They're a start up watch company at the moment.
I've got one (Crystal movement) as a daily. Fun watch for the $$ and the president of the company Chris Wiegand is a good guy.

Just bought an M16 today! I got a smoking deal too! I am so stoked! (if you couldn't tell by all the !! points 
) Once I get back to the US, I am going to send it in to Lum-Tec and have the sapphire caseback and tinted crystal installed. Yes!

Nice, I almost went with an M chrono. The only thing that stopped me was the hope of finding an M auto, and the M chrono is quartz, and I was after an auto. Nice as hell though. I like the M18 auto that is orange too.
