I'm gonna be in Monaco for my 10th Anniversary - Where should I eat?

you will probably feel really ripped off by Louis unless you are a food nerd and/or filthy rich. i haven't eaten there; i have eaten at other Ducasse restaurants and the styles are generally the same - they are stuck in the mid 80s time warp.
that said, people whom i trust, say they go to great pains to get the best ingredients in France; and the cook is meticulous.
if you want to drive, i'd say do Mirazur - it's 1/2 hour outside - and it's a very quickly rising star - one of the few great young talents in France.
