But are the laws any less strict in Virginia or Maryland?

Can you buy there and bring them in?

The handgun ban was overturned, right?

VA laws are laughable, MD I believe is a bit trickier. Any non-criminal can get CCW with minimal effort in VA. The DC handgun ban did get overturned a couple of years ago, but no open or concealed carry. NY/NJ have similar strict regulation on carry.

In VA if you are a resident you can take a class and then go to the local police station and pay your $50 and get your CCW. That's it.

In MD, unless you are a retired police chief or someone the Superintendent of the MD State Police owes a political favor, you are not getting a CCW. I couldn't get one even when I worked in the jail for the Sheriff's office. We had to have FIVE documented threats against our life just to apply, and even then it was almost guaranteed they would turn it down.
