Arrow Video proof that the Hughes Amendment (machine gun ban) did NOT pass

During committee debate for the Firearms Owners' Protection Act, Rep. William Hughes offered an amendment, now known as the Hughes Amendment, which banned ownership of machine guns manufactured after 1986.

The Congressional Record shows the amendment as having passed by voice vote:

H.AMDT.777 to H.R.4332 An amendment to make it unlawful for any person to transfer or possess a machinegun except in the case of a machinegun that was lawfully possessed before the date of enactment.

Latest Major Action: 4/10/1986 House amendment agreed to. Status: Amendment Passed in Committee of the Whole by Voice Vote.
The amendment was then placed into the final bill which passed the House of Representatives and is now enforced by the BATFE. The result: machine guns cost over $10,000 more than their semi-automatic counterparts.

However, people who actually saw the proceedings say the amendment never passed. Recently, a member on another board ordered the C-SPAN footage of the committee hearing and uploaded the video online.

Video highlights:
8:15 Voice vote to add the Hughes Amendment to the Volkmer substitute. The "nays" have it, but Committee Chairman Rep. Charlie Rangel falsely says the "yeas" have it.

8:30 Someone says "Let it go. Let it go. You got it."

8:41 Someone demands a roll call vote.

8:43 Rep. Rangel smirks and ignores the demand for a roll call vote.

8:48 The Volkmer substitute (now falsely containing the Hughes Amendment) is brought up for a voice vote. Original Volkmer substitute: "A substitute amendment to ease the interstate sale of both rifles and handguns. It eliminates the requirement that gun dealers notify police of handgun purchases and preempts state and local laws to ease interstate travel with handguns as well as rifles for any legal purpose. It also eliminates the need for many gun sellers to obtain a license and keep records of their gun sales."

9:08 Rep. Rangel says the "nays" have it.

9:11 Rep. Hughes demands a roll call vote and gets it (unlike the roll call vote for the Hughes Amendment)

9:46 Results of roll call vote agreeing to Volkmer substitute as amended (includes the Hughes Amendment). Yeas = 286. Nays = 136.

As you can see, the congressional record and the enacted law do not agree with the video evidence. The Hughes Amendment did not pass.
