I finally (9 month application process) received my handgun license for NYS. Unfortunately, in most counties they "restrict" licenses to hunting and target, meaning you can only C&C on your way to and from a range/hunting location.
From my interpretation of the law, these are administrative restrictions and you cannot be charged with a crime if you do C&C for purposes other then traveling to and from the range/hunting location. You can be reported to the issuing officer (County Judge) who can suspend/revoke your license, but face no criminal penalty.
Some judges will remove the restrictions if you write them. I drafted a letter, but figured I would check and see if there is anything in particular I should include. I mentioned being a business owner carrying large sums of cash (although I am not sure if that is an old wives tale), travel through NY regularly, active and lifelong member of local shooting clubs, participated in NRA sponsored safety courses. Anything else?

I know in Mass the golden response as to why you need to C&C is "All lawful purposes." It is usually looked down upon to say you are carrying large sums of cash, because you are not supposed to carry to protect property.

NJ is the same way, I don't think they have ever issued civilian CCW permits in the past 20 years, only to retired LEOs and Celebs, if that. Its unfortunate that much of the Northeast shits on the 2nd Amendment but hopefully the NRA will fight the good fight here.

+1000 on the references. MD doesn't issue permits to ANYONE other than retired LEO, but a guy I know just got his because it was accompanied by letters from four senior Federal law enforcement types he knows. He got it on the first try.

Four character references are required to get the target and hunting permit (which I have).

Cool.....That must mean that there is no more gun crime in MD, right?
Good for them....wish MI would stop issuing permits, then the gun crime would go away in this state too....Duh.

Back in my Sheriff's office days I worked Corrections for a while. We had to document FIVE threats against our life by inmates before we could apply for a CCW with any reasonable expectation of receiving one, and even then it was rare.
