I was in Africa in July, and someone pretty important that owned a Bugatti Veyron was out on one night and there was another guy there staring at the car making a comment about how the car could feed an average policeman's family for 600 years. 
Govts may not have $ in Africa, but a lot of people are rich!

To your comment, there's not a huge middle class. Either your Wealthy, Rich, Doing OK - Struggling or Dirt poor.
Most people with money or the ones making money, have this "Get yours and dont worry about the next man" mentality, even if they have the power to create a job for the next man, they just won't.
I had a lot of fun there this summer
