If he is a foreign national he could import it with even less difficulty than that using box #5 on the HS7 form:

The vehicle or equipment does not conform to all applicable Federal Motor Vehicle Safety, Bumper and Theft Prevention Standards, but I am eligible to import it because all of the following conditions exist:
a. I am a nonresident of the United States and the vehicle is registered in a country other than the United States;
b. I am temporarily importing the vehicle for personal use for a period not to exceed 1 year, and will not sell it during that time; and
c. I will export it not later than the end of 1 year after entry, and the declaration contains my passport number and country of issue.

With my method, he's free and clear of those extra challenges and can drive the car with no restrictions. Also people have used the box #5 method before and kept the car here longer than one year by exporting the car (I believe Canada is even a possibility) for a short period and then re-importing it using the same method. I've heard there is a limitation on just how many times you can repeat the process with the same car, but it is possible.
I think it says something that of all the Zondas which have been imported to the USA up to this point, not one owner has chosen to go the route of 'Show or Display'. You won't find the Zonda on the approved or disapproved list which to me says no one has ever even attempted to submit an application:
