This Veyron is indeed a special edition, which can be confirmed by taking a closer look at the plaque. In addition, it belongs to a person who has owned two highly customised Veyrons before this one.
This is the Bugatti Blue Blood, a one-off tribute to the Type 35 racing car, shown in a picture attached earlier. Btw, the Ettore Bugatti signature isn't an option...the Pierre Veyron signature, however, happens to be one.

It's actually called French Racing Blue and its a colour Renault uses. http://i3.photobucket.com/albums/y84/RO03/DSCF4261.jpg
