Being that there's so much distortion in the picture, even the background, I'd say it's a combination of photoshop filters.
The only chrome Veyron's I know of have black cf centers, this one and one with chrome tint that was on Top Gear.

The one you posted is a Pur Sang. The original one is either all black and PShopped, or actually chrome. Definitely not 2 colors.
