Have no idea...but I'm guessing since the governing body has already published the final classification for the race it's too late.
If nothing can be changed though, I can still live with knowing Vettel & Red Bull cheating their way to victory in 2012 and sharing it with the world.

According to AndyYoungF1 any team (including Ferrari) have until Nov 30th to protest!!!!
"This new video footage could well have serious implications throughout the world of Formula 1, should any team [such as Ferrari] wish to protest to the FIA. Any team wishing to do so will have until Friday 30th November to officially approach the sport’s governing body on the matter."

Yes Friday is the last day for any changes... but
If action is taken and 20sec are added to SV's time then he will drop 2 places giving Alonso a four point advantage
the governing body does not need Ferrari to act to investigate further. In fact, its own rules appear to oblige it to do so.
Article 179b of the international sporting code says: "If, in events forming part of an FIA championship, a new element is discovered, whether or not the stewards of the meeting have already given a ruling, these stewards of the meeting or, failing this, those designated by the FIA must meet… summoning the party or parties concerned to hear any relevant explanations and to judge in the light of the facts and elements brought before them."

FIA has declared the move legal; there was a steward waving green flag in that yellow zone when Vettel was passing Vergne and flags trump lights.
It was vaguely noticeable in the video (to the left), I didn't even see any green just a rough silhouette but if you pause it at the right moment you will see a steward waving a flag which looks more green or black than yellow.
