That's what we said in 2009 and 2010 and it ended up not being so.
I think that they are legitimately having issues.
They tried to do "too much" with the car.

Consider, also, that both drivers seem to have very different styles. Trying to build a stiff/loose car for Hammy and an understeerer for Jense (for example) may have pulled the design in too many different directions.
