Once the season starts, they are based on performance plus the number of people who add them or drop them from their teams.

You can learn to work this pretty well if you add/drop at the right times.
There were plenty of drivers valued at 4.5M last year, but obviously the lowest at the start of the season last year was 6-7.0M. At least that was my observation.
