I don't see why they can't just put a spending cap on every team. That way, everyone spends the same amount and everyone can do whatever they want with their budget, as long as whatever they do stays within the rules as well. Standardized ANYTHING is bad news for Formula 1 as the cars are all custom made, high precision machines that are worthy of their exorbitant price tags.
