Illegal

You can change the colour of the car only if you repaint it, matte being not allowed at all.

 

Actually, changing the color of your car just like that without going through the proper government channels (sigh) is illegal in most countries in Europe as well, it's just not enforced as harshly. But you can be damn sure that if you get pulled over here in your black car and your car slip says "white" - you'll get an emergency inspection and a ticket if you happen to be pulled over by someone in a bad mood.
