Fairly simple process. The key is getting the lighting right.

For the first image with all the bubbles, sparkling water was probably used to get that many small bubbles in a small fish tank. The tank was placed in front of a white background with lights placed on both sides of the tank. As for taking the shot, the watch was most likely just dropped into the tank with the photographer ready and waiting with his finger on the shutter, ready to depress the button the instant the watch hit the water. Strobes or a flash could've been used but that's a bit trickier to time.

As for the 2nd shot, it's probably a similar setup except most of the watch is still above the water.

I have a few "water drops" PSD's that might work. not sure.
The effects my PSD has are not the same.
