23' I plan to rebuild the motor and boost up the HP and add a blower or a supercharger.....

And you'll need a better drive and transmission, and have to by a new prop.

Leave it stock and enjoy it. Make the boat a looker and reliable. Save your money if you want a race boat. Save a lot. And then save some more.
