How much farther are guys able to lean these days as opposed to 15-20 years ago?

I would assume it's a combination of tire technology and bike design that has helped these guys get over further....

It actually hasn't changed much.
Here's Jean Philippe Ruggia getting his elbow down in the 1980's.

What new tire technology has allowed for are faster lap times and more consistent wear.
