Odds are this the Tail of the Dragon ... perhaps the most famous twistiest road int he US.
Lots of bikers, lots of sportscars ... and the cutting over the other lane has led to a lot more police activity/harassment.
They probably wrote the sign, and sat there 20 seconds waiting for someone to cut the turn ... and showing their discontent, assuming the turn cutting is the cause of the police harassment.

You are absolutely correct.
The venue is Deals Gap in North Carolina. 318 turns in 11 miles of road.
The cruiser riders frequent this area as often as the sportbike riders. Due to the inherent nature of a cruiser to steer wide and turn slow, riders often drift dangerously into the lane of oncoming traffic.
This isn't to say all sportbike riders are hitting every apex either, but the running joke is that the cruiser/harley crowd often goes in to hot and can't execute the turn.
These riders were just poking fun and having a good time.
