Pretty sure it was NY plates with a vanity plate with the word BOOST in it.
Personally don't care what the kid does as long as he doesn't jeopardize others and in this case he was......NOT COOL !

From what I've seen they've been enforcing HOV lane stupidity pretty regularly of late, so he'll probably get his sooner or later.
