Tuner car for sure. Stock 911 everything except for RS wing, look at rear shot here as well with a four pipe exhaust.

Unless it has an upgraded (aka more mechanical) steering rack, I still prefer the 997 RS... Just saying.

You're right! I didn't catch that! Thought it was an RS mule at first glance for sure.

no worries..official Porsche testcars have numberplates either starting with:

S = Stuttgart
BB= Böblingen
LB= Ludwisgburg

Lately, mostly LB is used, S mostly for cars once they are "finished"..eg. press cars..

Just for the records..
